The Immigration, Refugees and Citizenship Canada (IRCC) has officially launched the Rural Community Immigration Pilot (RCIP). The government has shared key details, including the names of selected communities that will take part in this program.
What is RCIP?
The Rural Community Immigration Pilot is a new program by the Canadian government. It is made to help foreign workers move to smaller towns and rural areas outside Quebec. These areas do not have enough workers for local businesses. The goal of this program is to bring in more long-term workers, help the local economy grow, and support employers in these areas.
Selected Communities for RCIP
On January 30, Immigration, Refugees and Citizenship Canada (IRCC) announced that 14 communities will take part in this pilot program.

Each of these communities is supported by a local economic development organization. These groups work with IRCC to identify job shortages, support businesses, and recommend workers for permanent residency.
Employers and workers will receive more details about the application process and deadlines from the selected communities.
Who Can Apply for RCIP?
RCIP is focused on helping employers hire workers in specific towns. People who want to apply must have a job offer from a business that meets program requirements.
To qualify for RCIP, candidates must:
- Work Experience – Have the required work experience. However, some international students from selected schools may not need this.
- Job Offer – Must have a real job offer from an approved employer.
- Language Ability – The required Canadian Language Benchmark (CLB) level depends on the type of job.
- Education – Must have completed at least high school.
- Financial Proof – Need to show enough money to support themselves and their family for a year.
- Willingness to Stay – Must agree to live in the community where they will work.
- Certificate of Recommendation – A certificate from the local economic organization is required at the time of application.
People who are already in Canada must have a valid temporary resident status while applying and until they receive permanent residency.
RCIP Replaces RNIP
The Rural Community Immigration Pilot (RCIP) is replacing the Rural and Northern Immigration Pilot (RNIP). RNIP stopped taking new applications in August 2024. The old program started in 2022 and was designed to bring skilled workers to smaller communities across Canada.
Canada’s Immigration Minister Marc Miller has stated that the government is discussing ways to turn RNIP into a permanent immigration program.
